Assign resource pool resources

When a staffing profile is created, its positions represent needed roles without resources specified. After creating a staffing profile, a project manager can send resource assignment requests from the staffing profile to the various resource pools specified in each staffing profile position (see Send resource requests from a staffing profile for details). The resource manager can then review the assignment requests for each resource pool and go into each staffing profile, making the appropriate assignments for each line.
